This is probably a glitch. If you have a V4 than this is sometimes normal. Some V4s get a lot of glitches and some don't!

It's normal, Gourmetchi is in the "Meme group" and most people in tama-zone recieved a character from the Meme group from Puchitchi. Look at this topic https://tama-zone.com/index.php?showtopic=8173

Tamas turn into teens at 1 99% of the time. 0.5% it's age 0 and 0.5% of the time it takes until 2.
