Well, my avatar is animated, so ill tell you:
Go to MS paint or a program simular, then make each "slide". For my avatar for example, each bit is one slide. So, once you have made your slides, download a GIF. animation program. There are millions out there, some really good ones for free.
Inside the program, put all the GIF. pictures together and you are done!
