Do you have to do something special to get all of the stars in the horoscope?

This is what I want. Is there a certain way to get it? Or does it just come randomly?

 
It seems to be mostly random... but I have noticed that the more you play games and keep the Happy / Hungry hearts filled, the more often you get all of the stars in the Horoscope / Fortune Cookie
