Is your tamagotchi a Otokitchi or Ojitchi? If so the matchmaker does not come for oldies.
But if it's still a Adult then set the time to 10:29 AM, 2:59 PM, or 6:59 PM and then wait a minute.

Remember that the matchmaker won't come if you are playing at the time she is supposed to come. 
so you could have missed her without even realizing it.
