I am absolutely exstatic. My tamagotchi turned into a Bill. This is my first time having one. Two questions:

1.Is 'Bill' a Rare character?

2.How did I get him?

If anyone knows the answer please post :)

Sadly on the Tamagotchi V3 He is just a regular normal care Adult. However on the old tamagotchi's like the P1 Bill was a secret character. Also he resembles the president a previous president in the U.S.A.

in V3 bill is not much of a secret character because you just get it from good care which im sure you can give
