and there is this guy who blocks me from going to sunnyshore city .plus there are 2 guys who block me from going to the lake.what do i do

Fly(or go)to Jubilife and go left and use surf on the top part of the bridge to get to Canalave City and battle the gym leader

After that the story will speak for itself

You have to fight Palkia before going to Sunyshore.
