My tama hatched about 10 minutes ago, and it's healthy and fed. I press "work" expecting it to go to pre-school, but it refuses to go.

Is this normal or does it need discipline to go?

 
No, you have to wait until your Tama is about 1 hour old and then it'll evolve into a toddler. When it's a toddler, just keep waiting until the mail man gives you a [!] message to go to pre-school.
