You have to buy a ringtone(?) or something for your mobile phone and Lutari Island will be accessed. I don't think they're in the pound, didn't someone say that if you put a Lutari in the pound it will run away? Or, I guess you could wait till Lutari Day, but I'm not sure if Neopets has a Lutari day...
