You find Lucario at the island at canvala(how ever you spell it) city. Talk to the sailer and he takes you to the island. In side you will meet a person called Riley i thinkhe will team up with you. When you get to the end of the island he will give you a lucario egg. Your party has to have 5 pkmn if you want the egg.
You find Dialga/Palkia in Mt. Corent at the Heartome City Side.
