Normal. If you have a Watatchi and use the girl's dresser (maki maki dresser) your Watatchi will turn into a Makiko.

One of the new adults evolved to Watatchi. The Girl's Dresser transforms her to Makiko. Otherwise it's impossible to get Makiko.
The only reason I have the Girl's Dresser is so I could get Makiko. I'm a boy, so I didn't want it.
