how do you get a krawk without spending money?

You cant really. Krawks are gotten by buying a krawk petpet, equipping it to a pet and taking it to the fungus cave to eat some of the fungus there which turns it into a krawk neopet, you could also buy a krawk morphing/transmogification potion, or if you are like EXTREMELY lucky with the lab ray then you would have a 1 in a million shot of getting a krawk from the lab ray. The only other way is to hope that you will get that 1 in eternity long shot that a random event will just drop one in your lap one day, though I have never heard of it happening.

Yes, but Petpet lab ray krawks cannot be evolved into pet krawks.

You can't. Unless some moron on the site decides to send you one. Which would never happen as the krawk petpets are worth over 2 million NP.
