When your Tamagotchi is fully grown, the honey speeds up the process where your Tamagotchi and another grown Tamagotchi of the opposite gender can mate and become partners. It generally works better if both Tamagotchis have been adults for at least a day. You just give the love potion to one of your grown Tamagotchi and connect with the other adult. They will then become partners and have babies. The main purpose of the love potion/honey is just to save you the trouble of connecting over and over again for two Tamagotchi to become partners. If your Tamagotchi do not have babies because they were not of age yet, just try connecting later on or the next day, and they should have babies then.
