I can't get the training level to raise any higher. it's at a half way point right now. what to i have to do to get it to raise?

Catch your character while she's doing the pee-pee wiggle dance. Activate the toilet before she makes a mess on the floor, and her training will go up. It'll also go up, but not so much, if you activate it very soon after she's made a mess on the floor.
