I'm not Japanese, but I used a Hiragana chart.

It's something like:

"Kiritama Hashitaroyo."

Don't know what it means.

It's from the Saw parody, and after Hijikata tells off the guy for doing the summary, Okita hold up that sign.

Yeah, I did a horrible job of explaining, the saw parody can be watched here.

I think that sign is in episode 149, but I linked 148. (It's two hilarious episodes long)
