There are a lot of different characters, and a character chart can be found somewhere in this topic.
Different colors in the shells.
Different items, as seen in Ra's log.
But the downloads for both are the same. You can get them in the iD L downloads topic.
I think that's it. I really love my iD L, so I definately recommend it, but it seems like the 15th aniverssary ver. has a more nostalgic feeling, with vintage/ura characters and all.

Welp... looks like I'm getting the ID L then, the silly puzzle and pacman game looked *yawn*
I can kind of see the appeal of the 15th anniversary's games though; they're more challenging than those built in to the iD L and one of the games actually utilizes all 3 buttons. I don't think Bandai has done that before.

Is there an english instruction guide on this forum somewhere? I was reading your log OldSchoolTama and you seem to know what each item will make what character happy, how do you know this? I guess I just want to be able to read about how to play and what the menus mean before i get one! Thanks!
Sure! There are usually translated guides for the Japanese Tamagotchis in the Reference and Tips and Tricks sections. I tend to use the Menu and Stats guide to help me out. After playing for a while, you get used to where everything is. You can find what happy items are for which character HERE.
