This is because TamaTown is down for everyone right now. 
Until Bandai fixes it all up, nobody can play.

Try to sound really angry and frustrated when you send them the complaint. I sent one in weeks ago and they never responded, but maybe if enough people complain Bandi might actually do something about it.
I'm a new comer as well, thankfully I found this website to ease my confusion about what's going on. Truly a lame thing for any company to do.
