Around 1998-2000ish (I had it sometime around 1-3rd grade) I had a virtual "pet". All I can remember is it opened sort of like a laptop (about the size of those old digital diaries) and it was a girl. You would take her shopping and I THOUGHT it was something along the lines of "my virtual best friend" or something. Does anyone have any idea what I'm talking about? I don't think it was a pixel chix since they weren't out around this time.

Oh yeah! When I was really little I saw it in a magazine! It sounds the same as the thing you're describing because it was about making a girl go around shopping and having a house and other cool stuff like that. Forgot its exact name, but "Virtual Best Friend" sounds right.
