Why I didn't get a piece of rocket blueprints after I got 4 tama tomo stamps on my p's ?

Few weeks ago, I linked my Love Melo deco pierce on my p's. I want to get Melodytchi. After adult, my p's become Melodytchi, and after I got 4 tama tomo stamps, Strangely I didn't get a piece of rocket blueprints. The next generation ( I unlinked my Love Melo deco pierce ) was a male and after I got 4 tama tomo stamps, I got a piece of blue prints. Why when I got Melodytchi and got 4 tamatomo stamps, I didn't get a piece of rocket blueprints ?

 
Characters from deco pieces to not give you part of rocket prints, because if they did people who couldn't afford deco pieces would never acquire all of the blueprint and that isn't fair.
