I think its just saying "hello"
like on the tamago sometimes it will do that to.
I don't own one though, but usually the only time they want something is if they say it.

That just means it's saying something to you like "Let's play a game!" or "Let's dress up!". It does not really matter. Just go to one of the icons and the speech bubble will go away. It's just a little feature to make it cuter!
