It's not a "Tamagotchi" per se, just another virtual pet/digital toy by Bandai. I don't know exactly what they do, but they're based on an eyeball creature from a manga called GeGeGe no Kitaro:

The character is called Medama Oyaji, literally meaning "Eyeball father".
