I'm just wondering if you need both in order to fully enjoy these tamas. I ordered an Osutchi by accident (I thought it was a regular 1997 tama... *facepalm*) and I'm wondering if I should order the Mesutchi now so that it arrives around the same time.

With only the osutchi, you can only get the male characters on the tmp1 level. (growth chart here on tamenagerie (scroll down a bit.))
Otherwise, care and death will be like on a normal vintage tama, so in that way, both are not needed for a normal care cycle.
Personally though, I'd strongly suggest getting the mesutchi as well. I was never a very romantic kind of person, but this version holds a special place in my heart. They are super cute together, and the full functions of your tamagotchi (the mating and "higher level characters") can only be enjoyed with both the osutchi and mesutchi together. So I'd recommend to go for a mesu as well
