Is anyone a long-time Steam user?

If so, I need to know if games can be gifted to limited users (as I am limited user).

If not, then I'll have to figure out how to get a Steam Gift Card so I can get a game on my own.

I need an honest surefire answer, as I am new to this gifting thing...

And I know that you can't trade a game with a limited user as that feature is restricted.

Without a doubt, the answer is yes.

A friend of my brother gifted him Garry's Mod on Steam. At that time, his account was limited.

Any limited account can receive and accept gifts.
