She's only a toddler stage character. Toddlers are assigned randomly, so she's neither good nor bad. And you can collect the happy symbols once she becomes an adult character, and it depends from character to character. There's a lot of guides for it online, but if you want to try it by yourself then just give the character food, clothing and items you think would suit them, there's a chance that it might be their happy symbol item.
