As a general rule of thumb, websites that use PayPal are safe to buy from as PayPal acts as a middle man between the customer and the seller, safeguarding the customer's money. That website doesn't use PayPal but instead requires the full credit card number and the expiration date to be inputted to complete a purchase. Because of that, I doubt my father would let me buy from that website. This isn't a firm "yes, that site is a scam" but more of a caution. I found a review of this website here and you can decide whether it is worse the risk or not. I usually don't stray outside of the usual channels so I can only give you an educated guess.

Let us know if you end up purchasing a tamagotchi from there, that's a great price, I'd love to grab a P's from there myself if it's not a scam!

The prices on this site seem pretty wonky. They have a zoid and some Transformers that are almost half-price, but other transformers that are waaaay over retail.
Also, did a little digging on .top domains, and it seems like a lot of them can be pretty spammy/malware-y (about 1/3 of them according to some places), so this seems like kind of a dice roll.

Thanks y'all. I don't really feel good buying from here, but if anyone has a good place to buy a p's please let me know! Would rather not pay 80 dollars

They are usually sold on JapanYouWant for a decent price, for sure better than Ebay.
