Without seeing a picture of it running, I can't say for certain, but my best guess here is that it's a Hitorikko dinosaur. The Hitorikko line was a series of virtual pets that took cues from the Dinkie Dino and its kin, and they even used a casing that was based on it.

A quick check of Google Images would appear to confirm this guess.

That google search did return a very similar image but I am not able to find much more than that. Unfortunately I am not sure what kind of batteries it takes.

With very few exceptions, virtual pets and keychain-games from the 1990s used a pair of LR44 button-cells for power (though the orientation isn't always the same across different brands of virtual pets).

If the battery-compartment looks something like this, then it almost certainly requires two LR44s.
