It comes off when the Tama falls asleep.
Or you can change your Tama's clock to it's sleep time and then once it is asleep, just change the time back again - the costume will be off.

you have to wait till it goes to sleep. or you could just change the time to when it goes to sleep and then back to normaldudewheresmytama
