Is Kiwitchi a special character?

Ok, I was j/w if Kiwitchi was a special char. because on the character chart it isn't with the rest of the characters, it's with a different group, below the other ones. Anyways, I would just like to know if it's a special char, as well as if it's an adult? Because My Hinotamatchi is 2 Years old, and is still a teen. But my Oniontchi was only 1 Years old, and it turned into a Kiwitchi. This is so confusing. Thank-you. An anwser to these to Q's would be great!

In a way a kiwichi is kinda special, the charactors seperated from the others are some charactors from a V1.
