It's one of those items that doesn't do the same thing each time. Sometimes the tama shows you it's face and sometimes it doesn't- it's just luck . Make-up is only 80 points and can be bought from the clothes shop in tama town mall whenever you want, so just get more and try again.

 
If your Tama is a boy it always hides it face when you use the make-up and if your Tama is a girl sometimes is hides its face and sometimes it doesn't.

I've had a boy who put on make up, so not always- just luck- the same with girls.
