hey, anyone what program i can use to upload pixels of my tamagotchi? the kind that makes animated gifs like this one?

I don't know of any way to transfer the pixelated images from a Tamagotchi to a computer... Those images are basically created from scratch. I've done some and they are very tedious... Any graphics application or animated GIF application can then turn the individual images into an animated GIF for avatars or charts.
