All it does is make another character just like the one you already have. They dance around on the screen for a few seconds and then it goes away.

Yeah Ive seen my sister use her Clone on the V3, It makes a weirdish sound

yeah, you can only use the clone when you are an adult. the clone makes a clone of your tamagotchi, and they dance and play for several seconds and that is that.
