To have a partner they must be of the opposite sex and need to have been an adult for 24hrs(unpaused) in order to have babies.To have a partner or like another one? example: V1.
They can still have 4 hearts love for each other from when they evolve into adults -they just won't be able to have babies straight away.

i think they need to be about 5 when they can marry but like spudilike said, they both must have for hearts in the friends list. but both tamas must but 5 (they can be older too) but if you want to marry quickly, then wait 'till they're both 5.
