You can buy it at the shop on your V3 and then it will be in your items and you can only use it when your tama is an adult. And Welcome to TamaTalk!
As well certain chracters like gozarutchis and maskutchis also watch TV as an animation. It just occurs at various times during the day.

You buy the tv when it shows up in your store. Like all the things you buy in the store it automatically goes to you item list and you can only use i as an adult. The tv makes your tama happy or mad. Depends on how the show goes. The tv looks like a big hat. Just some tips.
