I've had Billotchi before when my Tama was a girl. So the answer to your questions is yes, Billotchi can be a girl. I don't think having 'bill' in its name makes any difference.

There's a Bill and a Billotchi. Yes, there are differences between the two. Billotchi reminds me of a penguin somehow, and Bill is like a human head with legs.
