There's no set amount of times to connect to become best friends.
To become best friends you must have 4 smiley faces on that tamagotchi. Go to your friends icon. Use the [ a ] button to find that friend. Once you find that friend, use the [ b ] button to see how good friends you are. Once you get 4 smiley faces it means you are best friends.
