Both of your Tamagotchis have to be Adults, and oposite Genders in order to have hearts in their profile. :furawatchi:
If they are, that means that you are not connecting as much for them to fall in love, thats all.

they both have to be about the same age and one has to be a boy and the other a girl. then you have to give each other presents,play games and visit each other alot and when you have two smileies and two hearts keep working 'cause that means there best friends. :furawatchi: hope i helped!

theu have to be boy and gurl and also adults if not workin.. they are sadly not ment to be
If it's all perfectly set up, same age, same stage, different gender - then just keep trying, I'm sure they'll fall in love in no time. True Tama-love!
