i think he is of bad care! thats what someone told me!

 
I've had him before! It was while I was doing a test though, and taking bad care of my Tama to see what it evolved into. :D

 
He's average care. I've had him on V2 once. His twin brother was V3, and he was a Bill.

 
He comes from average care. I only got him once. I don't think he's rare.
