That is Whaletchi. The person who made that website probably didn't know the name.

Yep, that's a whaletchi! I really am starting to wonder why bandai put "tchi" in practicly every name except Bill?! :ph34r:

 
It is probably - the most unhealthy V2 character and really bad on V4 AND V3 as well
