So, your tama is still a baby, and sleeping??? Well, there could be a couple possibilities...
1. If you have had your tama paused for a while, yes, it will take longer to evolve.
2. If you've set the time wrong, it will take sort of a reverse effect. Ex.)2:00 PM and you set it for 2:00 AM, it will be sleeping.
3. A glitch; My tamagotchi V4 hasn't got any glitches, but it is a possibility.

Have you been pausing it or resetting and downloading it? These things slow down the aging process. Be patient. Wait a while and it should evolve soon.
