I bought wallpaper for 6000 gotchi points and I want to change is soon. So when I change it, will I be able to get back the 6000 gotchi points wallpaper for free or will I have to pay for it again???

 
You will unfortunately have to pay for it again if you want to change back to it and you will also not get your money back :( (It would be cool if once you purchased it, it was yours to keep)

It depends on the wallpaper. The default wallpaper is always free and the buyable ones always need to be payed for. At least, that's how it is on my iD L.
