Is it an adult? If is, you have to wait for matchmaker or connect with another adult, and they can have babies.

 
[SIZE=11pt]yup the MAtchmaker comes when your tama is 7 years old. Dont worry your tama wont die. But if you want it fast use the love potion on a different gendar tama thats an adult and you'll get married and then have a baby[/SIZE]
