Well I think he comes from the late generation. I got him on generation 4. He comes from average care. So he/she is random. There's no definite chance of getting any average care tamagotchi. But there is a definite chance of Getting people like Gozarutchi, Masktchi, Mametchi, and Mimitchi

Keep on raising generations and you may end up of getting Debatchi. I didn't expect to get him/her! LOL

Alas, I have gotten a Debatchi before, but I didn't even expect it.
All I can tell you is that you can get a creature with a 'Y' tail when Debatchi evolves.
