Playing certain games and feeding your pet specific foods will increase the skill points. It depends on which one you're trying to raise :)

i love the v3, but i personally think you need two of them to have fun! :P otherwise i'd say v2 or v4.5

i have an ugly little obotchi on my v3 right now :/ she doesn't evolve until tuesday evening.

I like the v4.5 better because I think the games are easier & the characters are pretty cute :-)

I'd say cheap to me is under $10.....but I have been lucky and found 3 tamagotchis for 50 cents each!
