I recently got one of these and I was curious if anyone knew anything about it. It's extremely obscure - I can only find two sites (outside of Ebay) that acknowledges its existence. This thread and a Spanish review of it here. It's a Bandai pet, and I've always considered those to be highly regarded (due to the Tamagotchi and Digimon connection), which makes it all the more surprising that there isn't much info on it. From what I can gather, you take care of an eyeball Yokai from the anime series GeGeGe No Kitaro. It has a feature where you can tap it and the little creature will respond to it, but I don't know much else.
