Probably because it's considered a collector's item. Collector's items are usually 15+.

Ohhh, so that explains why my Pullip (and family) dolls always have a 15+ on their boxes. I just thought it was some peculiar convention. 16 seems to be some special age category, almost like close enough to adulthood but not quite, and I guess 15 is either considered the same or one year doesn't make a difference.

It's just seems like the age where people don't buy "toys" anymore, it's just supposed to indicate that something is not a toy, even if it looks like one and has characteristics of one.

I'm pretty sure that marking it as a 15+ collectible item means that they don't have to deal with the regular toy-safety certifications, as well.
