No. I just bought a Keitai and I don't have a Japanese cell phone but I can still use it. There are certain things you won't be able to do without the cell phone (such as games and certain items I think). But you can still raise your tamagotchi.

I've had the same thing happen with my very first Tamagotchi from generation 1 (the bright green w/ yellow border one). It always has that faint beeping, as do both of my Tamagotchi Connections.
