I think big bad bob MIGHT be referring to the special cell phone that enables you to contact your parents / grandparents. Not the souvenir cell phone from your parent that was in V3.

You get it by entering the all the shop codes for the V4. Its sort of like the v3 when you get the costume

on v4 to get the cellphone you have to put the secret codes in at the last one (cd3) might give you a cellphone instead

You have to enter 4 of the 5 V4 Codes currently, choose whcih ones and the one you don't want, then the last Shop Code you enter will give you a cell phone.
