You can get the Cell Phone by typing in a password in the 'password' section of your Tamagotchi.

To call people, your Tamagotchi has to be an Adult to actually use it. Just use the item, like you would with the other items in your inventory.

The Cell Phone numbers will appear in your Parents/Grandparents status section of your Tamagotchi. Scroll though their information until you come to little arrow-like figures pointing right, left, or to the middle.
