No, I am sure it's not a holiday, (Sense my up-to-date calander is blank on today.) I just think on different and specific days, there are special food-items available that day. Thats just what Bandai decided to do. In my opinion, I believe that the "Heart Chocolate" should be in the shoip on "Valentine's Day," sense there is love in the air at the time.
