Where do you find item 32 on v3 tamagotchi town???????!!!!!!!

Do you mean souvenir 32?
You have to be on third generation, or higher.
On your first visit to the grandparent's house, you'll get a password for souvenir 9, the BMX Bicycle. Enter this password into your V3.
On your second visit to the grandparent's house, you'll get the password for a plant. Enter this password into your V3.
On your third visit to the grandparent's house you'll usually get the password for a fishing pole. However, rarely you will instead get a password for souvenir 32 - the famous picture. If you enter the fishing pole password into your V3, you can't get souvenir 32 with your current tamagotchi character, you'll have to wait at least until your next generation. The trick is to ignore the fishing pole password; do not enter it into your V3. Visit the grandparent's house again, and if you're lucky you might get the souvenir 32 password. If not, try yet again.
Now, having said all that, I and a few of my friends have gotten the souvenir 32 password from V3 Tamatown, but when we entered them into our V3 toys, we got fishing poles. That was a while ago, so maybe they've fixed the problem on Tamatown by now.
