How do you get the "Special" award?

On the contest results board, there is a "special" winner at the bottom. How do people get that?

I've noticed that they always seem to have low scores.

You've got to have a high CD level and low voting tallies. That's all. xD

Trust me, I know this from experience.

nope, thats not right. i've seen many weeks in a row where people had bronze and still got it. i'm not sure how though...i've always wondered so if someone can answer this that'll be great!

TODAY I saw a guest who had sometimes logged in as hitodetchi. S/He was 50 level. I checked his room.

And guess what i saw. 2 SPECIAL AWARDS!!!!!!!!!!! I tried to trade them but he didnt understand what I mean ^_^ PM If u want more information about that
